Service guide lookup by service number or by everyday phrasing

热线不占线,
答复有依据

Digital employees answer public calls 24/7, first identifying the service precisely, then answering step by step from the service guide. When there are many documents, the answer is given in parts and can be repeated more slowly on request. Requests needing a person are transferred to an agent or turned into a ticket.

Caller"I want to open a shop — what do I need for the licence?"

03 · On the phone
Example: calls during the trial run

Long answers, given in parts

During the trial, callers' most common complaint wasn't wrong answers but speech that was too fast and information that was hard to remember.

Frequent feedback in trial call summaries
  • Repeatedly asked to slow down so they could take notes
  • Spoke too fast, couldn't remember
  • Too much information, didn't catch it

Applications often need four or five documents. Read out all at once, they are hard to remember and callers end up calling back. Long answers are therefore given in parts: a short pause after each, continuing once the caller confirms. When a caller says "too fast" or "say that again", only the current part is repeated more slowly, not the whole answer.

04 · Boundaries

Out of scope, clearly redirected

Hotline answers must have a basis. For requests not covered by the knowledge base or not handled locally, callers are told clearly where to go, with no speculative answers.

01Services not handled locallyFor services marked "not handled locally" in the knowledge base, callers are told where and how to apply.
02Documents that vary by situationFor cases such as normal vs. early retirement, or local residents vs. relocated family members, the specific situation is confirmed first and only the matching documents are given.
03Requests that can't be answered directlyThe request and contact details are recorded as a ticket with type, priority and assignee, and sent to the responsible department.
04Calls that need a personCalls are transferred to an agent when the caller asks for a person or is upset; at night with no staff, a ticket is created first.
